DESCRIPTION:Persatuan Memanah Selangor (SELAR) dengan kerjasama Persatuan Memanah Kebangsaan Malaysia (NAAM) dan Persatuan Memanah Daerah Hulu\nLangat (HLA) akan menganjurkan kejohanan berikut: \nSELANGOR BAREBOW ARCHERY TOURNAMENT (SEBAT) 2023\nTarikh : 08 hingga 10 September 2023.\nLokasi : Institut Pendidikan Guru (IPG) Kampus Pendidikan Islam\, Bandar Baru Bangi\, Selangor \nSehubungan dengan ini\, pihak Persatuan menjemput mana-mana pasukan untuk menyertai kejohanan ini yang bertujuan untuk mengumpulkan dan mempertandingkan pemanah pemanah Barebow dari seluruh negara dan antarabangsa. \nCompetition Information\nCompetition Date : 8th to 10th September 2023.\nCompetition Venue : Institut Pendidikan Guru (IPG) Kampus Pendidikan Guru\, Bandar Baru Bangi\, Selangor. \nOrganized by:\nSelangor Archery Association (SELAR) \nIn Collaboration With:\nNational Archery Association of Malaysia.\nSelangor State Sports Council.\nIPG Kampus Pendidikan Islam.\nHulu Langat District Archery Association (HLA)\nPetaling District Archery Association (PETALA) \nCompetition Management\nCompetition Chairman: Hj Mohamad Norwafi bin Sahroni\nCompetition Manager: Major (R) Hj Amir Suharman Adnan \nImportant Dates\na. Registration Opens: 1st August 2023.\nb. Closing Date: LOCAL MALAYSIAN PARTICIPANTS – 30th August 2023 OR all places have been taken up\, whichever comes first. : INTERNATIONAL PARTICIPANTS – 15th August 2023.\nc. NO REFUNDS AFTER THE CLOSING DATE.\nd. Managers’ Meeting : 0900 hrs\, 8th September 2023 at competition venue.\ne. Equipment Inspection: 8th September 2023.\nf. Event Dates : 9th & 10th September 2023 \nEvents\nThe competition comprises six (6) BAREBOW medal events as follows”\nIndividual Qualifying Round  – Men & Women\nIndividual Elimination Round  – Men & Women\nTeam Elimination Round  – Men & Women \nEntries\na. Entry is opened to archery clubs / associations within Malaysia and overseas. There shall be no limit on the age of the participants.\nb. The participating athletes must be citizens of the same country or state / territories / club / association of their delegation.\nc. Priority shall be given to team entries (min of 3 pax per Men and Women team).\nNote: Only after team registration is exhaustive\, then only individual register shall be opened for registration. \nRegistration\na. Local registration: MAREOS NAAM (to be upload from 1st Aug 2023)\nb. International registration: For INTERNATIONAL PARTICIPANTS\, kindly fill the attached Registration Form and email to selangorarchery@gmail.com together with the proof of payment. Registration for international participants closes on 15th August 2023.  \nTournament Fees\nThe following fees are applicable:\na. Local (Malaysian)\nAthlete : RM 120.00/pax.\nOfficials : RM 30.00/pax. \nb. International\nAthlete : USD 50.00/pax.\nOfficials : USD 20.00/pax. \nc. Transportation\, food and accommodation are at own expenses.\nd. Kindly be advised that only FULLY REGISTERED STATUS (registered and fully paid the tournament fees) shall be accepted upon full payment of the fees\,\ne. The organizer reserves the rights to replace PRE-REGISTERED STATUS (registered for the tournament but yet to settle the registration fees) with fully paid\nparticipants. \nCompetition Procedures\, Rules and Regulations\na. Competition Format\nRefer World Archery (WA) Book 3. \nb. Individual Barebow Open\nIndividual Barebow Open events (Men and Women) shall consist of Qualification Round and Elimination Rounds. The competition formats are as\nfollow:\ni. Qualification Round\n• Two (2) rounds of 36 arrows each.\n• Six (6) ends of six (6) arrows per round.\n• 180 seconds minutes per end.\n• BAREBOW MEN CATEGORY shall be divided into GROUP A and GROUP B.\nTarget Assignment shall be published in IANSEO. \nii. Elimination Round\n1/32 match-play chart (top 64 ranks qualifies for each Men’ s and Women’s event).\nMaximum five (5) sets of three (3) arrows – two (2) points for a win\, one (1) point for a draw and zero (0) points for a loss\nTiming: 90 seconds per set for non-alternate shooting\, 20 seconds per arrow for alternate shooting\nThe first athlete to reach six (6) points wins the contest and qualifies for the next round \niii. All shots in Qualification and Elimination Rounds are taken from 50m with 122cm target face\, with a maximum of ten (10) points per arrow. The athlete with the highest score/number of set points is the winner. \nc. Team Event (Barebow Men and Barebow Women Team)\ni. A minimum of 3 athletes shall make up a minimum Men and Women Team.\nii. Ranking based on total qualification scores of 3 best Men and Women of each team.\niii. 1/8 match-play chart (16 teams for Men and Women Team Event.\niv. Maximum four (4) sets of twenty four (24) arrows – two (2) points for a win\, one (1) point for a draw and zero (0) points for a loss;\nv. Each set consists of six (6) arrows at one hundred twenty (120) seconds per set and two (2) arrows per athlete for non-alternate and alternate shooting;\nvi. The first team to reach five (5) set points wins the contest and qualifies for the next round.\nvii. All shots are taken from 50m with 122cm target face\, with a maximum of ten (10) points per arrow. The team with the highest number of set points is the winner \nTie-Break Procedures\nTie-breaks for both Individual and Team events will be conducted in the following manner: \na. Qualification Round\ni. Greatest number of 10’s (including inner 10’s).\nii. Greatest number of X’s (inner 10’s)\niii. If athletes are still tied after applying the above\, a coin toss will decide the ranking (Book3 Ch 15.5.1 & Ch 14.5.2 shall apply). \nb. Elimination Round\nIndividual events\, a single arrow will be shot for score. If there is still a tie\, the arrow shot closest to the center of the target face will resolve the tie; or\nsuccessive single arrow nearest-to-the center shoot-offs\, until the tie is resolved. \nIn alternate shooting\, the athlete that shot first in the match will start the shootoff. \nc. Team events\, in the event of a tie\, the following procedures will take place:\ni. A (three (3)-arrow for Team)\, a single arrow by each team member;\nii. If score is tied\, the team with the arrow closest-to-the-center wins; \niii. If still tied\, the second (or third) arrow closest-to-the-center will determine the winner. \nd. In alternate shooting\, the team shot first in the match will start the shoot-off \nCompetition Rules\nThe Archery competition will be held in accordance with the latest edition of the World Archery (WA) rules that are in force during the conduct of the Games. In the case of any disagreement in the rules and regulation\, it shall be resolved by Jury of Appeal (Version: 1 March 2023). \nClothing and Equipment\na. Clothing and equipment used by athletes must comply accordingly.\nb. Equipment used or clothing worn by athletes must comply with the WA Constitution and Technical Rules.\nc. All athletes shall wear clothing specified in WAF Rules (Dress Regulation\, Article 20\, Book 3) in competitions and official ceremonies.\nd. Equipment Inspection.\ni. To be held on Friday\, 8th September 2023 during official practice\nii. Inspection shall be carried out at the Shooting Line of the respective Target Lane.\niii. Spare equipment must also be brought for inspection\niv. Team Captains are to ensure the details of their athletes such as name\, ID/Passport numbers are correct\nv. Inform the Judge if details are not correct and the Judge will inform Results Team.\nvi. Instruction to use the scoring PDA terminals will be carried out if requested.\nvii. Athlete number will be issued at the respective Target Lane during practice session.\nviii. Athlete number must be worn on the quiver or thigh\, facing the waiting line while shooting \ne. Competition Attire.\ni. Athletes\, officials and staff should wear the appropriate clothing and have the correct appearance when on the field during competition\nii. We would like to remind all teams to wear the same t-shirt design / color for the team event. \nJury of Appeal\nThe Jury of Appeal shall consist of the Competition Manager as the Chairman\, and two (2) additional members shall be selected from among the Team Managers who has no judicial interest among the disputed teams. \nAppeals and Protest\nA Chairperson of Judges’ (CoJ) will be appointed to oversee the technical aspects of the competition. It will be responsible for considering any technical complaints or dispute and acting when necessary. A Judge’s decision is final with respect to the value of an arrow in a target. All disputes must be resolved before any arrow has been removed. \nWith the exception of the value of a judged arrow and the decision of a Judge to raise a yellow card\, an athlete can appeal against any unfair issues that were not according to the WA Rules and that the decision or action was an interpretation or decision of the Judge. \nAn intention to appeal\, when it might affect the progress of an athlete from one (1) stage of the competition to the next\, shall be expressed in writing and lodged with the Chairperson of Judges’ within 15 minutes of the end of the relevant round or match\, whichever applies. \nVictory Ceremony\nVictory ceremonies will be held shortly after completion of the Alternate Shoot Medal Matches. \nMedal\nThe following medals will be awarded: \na. Qualification Round – Individual Barebow Men & Women:\nFirst Place : Gold\nSecond Place : Silver\nThird Place : Bronze \nb. Elimination Round – Individual Barebow Men & Women:\nFirst Place : Gold\nSecond Place : Silver\nThird Place : Bronze \nc.
